Data Center Ordinance Update #4 - November 7, 2025

City officials have held three joint workshop sessions to review and discuss the draft zoning ordinance following two formal public hearings held at the Planning Commission meetings on August 19 and September 2, 2025. The joint workshops were held on September 24, October 7, and November 3.

The purpose of these joint workshop discussions is to carefully consider public feedback and discuss possible revisions to the proposed ordinance regulating data center development in Monticello.

At the most recent workshop on November 3, members of the Planning Commission and City Council reviewed the development application process for Data Centers. Under the drafted ordinance, the standards and application process for these types of development are proposed under a new Data Center Planned Unit Development (DCPUD) zoning district.

There is an additional joint workshop scheduled for Monday, November 10, at 5 p.m. in the Mississippi Room at the Monticello Community Center. At the upcoming workshop, Planning Commission and City Council members will review how the draft ordinance has been revised to address the public comments and workshop feedback.

All workshops are open to the public to observe. Although public comments are not taken during these sessions, the workshops play a vital role in ensuring transparency in the City’s decision-making process. We encourage community members to attend, stay informed, and engage by learning directly from the discussions. Opportunities for formal public input will be available at future public hearings or through written comments.

Staff are working toward final revisions to the draft ordinance before it is scheduled to return to the Planning Commission for a new public hearing on December 2, 2025. At that time, community members will have the opportunity to share formal feedback during the public hearing. Following the completion of the public hearing, the Planning Commission will make a recommendation to the City Council on whether to adopt the ordinance. The ordinance will then be brought to a City Council meeting for final consideration.

There will be an upcoming public engagement opportunity in November, prior to the public hearing:

  • Data Center Ordinance Q&A: An informal question & answer session on the data center ordinance is planned for November 20 from 3:30 p.m. until 6 p.m. in the Academy Room of the Monticello City Hall.  Community members are welcome to stop in to ask questions and learn more about the proposed Data Center Planned Unit Development ordinance.

Official notices for all public hearings are published in the Monticello Times (the City’s official newspaper for public notifications) and displayed in the Monticello Community Center hallway. Meeting notices for workshops and other public notices are also posted to the City website as a secondary and unofficial resource for your convenience.
